Nick Pease opened
the meeting with a brief moment of silence for Walt Thorp. Russ Brown read a message from Mrs. Thorp
thanking the District 7 for the flower arrangements.
Introductions of
all the members from Bi-County and Panorama.
Bi-County Meeting
called to order by President Ray Ricks at 9:10 A.M.
Members Present: McGregor, Weber, Kimberley, Ellis,
Whitmore, Arland, Harkness, Schutz, Ressel, Fletcher, Edwards, Roberts, Ricks,
Morgan, Jantz, Zeiler, Nikkola, Fritsch.

AGENDA
A. Additions of Minutes: See correspondence…
B. Adoption of Agenda: Agenda accepted - Motion by
Schutz, 2nd by Zeiler
C. Approval of minutes: No minutes from September 2009 meeting.
D. Financial Report: McGregor
– Each school receives a $200.00 check.
McGregor reviewed the financial report.
Motion by Zeiler
and 2nd by Ellis to accept the minutes.
E. Correspondence:
Wilbur-Creston letter of infraction vs. Odessa on October 12th
2009 in high school volleyball. The
recommendation by the Wilbur-Creston AD’s - forfeit game with Odessa and work
with coaches to track how many games each player has played. Motion by Harkness and 2nd by Morgan to accept the
recommendations by the AD’s form Wilbur-Creston.
F. Old Business:

Winter Coaches Meeting: Tuesday, November 17th 2009
@ Davenport H.S. 7:00 pm. (2-B Football coaches and 1-B / 2-B girls
and boys basketball coaches.) 2-B
volleyball coaches will meet on Monday, October 26th @ 7:00 pm @ Reardan.

Sportsmanship Letter for WC Cheerleaders completed - recognized by
WSSAAA
G. NEW BUISNESS
1.
League Secretary – Steve Jantz will take over for Mr. Walt Thorp.
2.
Ray Ricks and Ken Schutz will research meeting places and report @ next
meeting.
3. Motion by Fritsch and 2nd
by Zeiler to approve a $50.00 – door prize for the Representative
Council.
H. SPORTS/ACTIVITIES
1. Football
11 man (Morgan) – November 17th meeting discuss all league
voting and playoff updates.
2.
Football 8 man (Schutz) – Discussed NEB-8 football playoff bracket
in 1-B meeting with Panorama. A link to
the District 6 website will be posted on the Bi-County League Website. 2009

left to view – must move to the bottom of the schedule to see playoff
bracket.

Volleyball (Ellis) – 2-B Volleyball Meeting - Monday, October 26th
7:00 @ Reardan.

4. Cross
Country (Fritsch) 1st reading of Cross County SOP’s. Motion by Morgan, 2nd by Zeiler to accept the 1st
reading of SOP’s for Cross Country.
5. Soccer
– no report.
6. 2-B
Basketball (Zeiler, Ricks) – Keep similar format for 2-B bracket as last
year. 2-B
Bi-County
Basketball Tournament @ Reardan.
1-B Basketball (Evans) Ben England has provided 1-B
District Basketball Bracket.
7. Wrestling
(Nikkola) - RichTschirgi ASSIGNER SPOKE: Concussion – stop match, charge timeout to
team with the player who is injured, will not start clock until determination
if wrestler is able to participate.
Official can overturn coaches’ decision.
Officials will ask coach to check them out – take as much time as needed
– will be consistent throughout the state.
8. Junior
High Activities (Whipple) JH Boys Basketball Schedule handed out.
9. Sportsmanship
– John McGregor will take over the sportsmanship assignment.
10.
AWSP (Schutz / Ellis) Meeting this
weekend, please make an attempt to get to the conference…

Prom (Evans) Steve Jantz shared on
behalf of Jim: Prom site will not be
available. Jim is having Doreen checking
on another site on base. She will get
back to him later this week and he will send out an email updating us. December 9th is set for our
meeting with all the prom representatives from the schools. ACH, Creston, Davenport, Harrington, Liberty,
Lind, Odessa, Reardan, Ritzville, Sprague, Wilbur are
the schools that are involved in the prom.

Knowledge Bowl (Freeman HS) –
Schedule online.

Track (Whitmore / Fritsch) 2nd
schedule is available – sent by email in September. Contact has been made with Whitworth and it
looks like it is a go for district.

18. Baseball (Harkness) Baseball/Softball
proposal reversal sites of last year. Need approval at the November 18th
meeting.
19. Softball (McGregor) Need approval at the November 18th meeting.

plaque was presented to Dwight Pflugrath for all his years of service to the
Bi-County League. Members shared stories
in tribute to Dwight. Members wished
Dwight the best of luck @ Brewster…

DISTRICT 7 REPORT:
(District 7 Director, Russ Brown) Introductions of District 7 members.
CLASSIFICATION
BREAKOUT SESSION:
1-B Session:
Makeup game between S-H and Wellpinit decision will be made after upcoming league
results.
Football, volleyball basketball playoff information was discussed. See above for bracket information.
2-B Session:
2-B Volleyball:
Ryan Peplinski presented a 2-B District Volleyball Bracket (draft)
AD’s are to email Ryan the rosters
electronically.
Would like the access to the bracket and
rosters on the Bi-County League Website (14 on a roster)
Will pay the line judges (Ryan will
coordinate)
2-B Softball:
Leagues should consider “baseball format” – opposed to a district
tournament will discuss more @ November meeting. Need to look at ways to alleviate the time
between league and district. Perhaps
offer a softball league tournament so teams don’t have too much time between
games.
2-B Baseball: 2
man / 3 man mechanics: Recommend if in
Spokane, use Spokane officials – only pay for 2 man mechanics even if they
“volunteer” shouldn’t pay for 3rd official get in writing they are
only volunteering or simply go with two officials. Need to check contract.
2-B NED Basketball:
Need to see what gyms are available for Mead and Mt. Spokane. Then will make determination on dates and
sites.
Track: Everyone needs to
host.
