NAME
This
organization shall be called the Bi-County Activities Association.
It shall consist of two separate but related groups: 1) The Bi-County
Principals’ Association hereinafter referred to as the Executive Board, and 2)
Activity groups consisting of coaches/advisors over the activities conducted by
the Bi-County Activities Association.
OBJECTIVES
1. To approve, develop and
direct interscholastic activities of member schools who may participate
and to insure their protection against exploitation by special interest groups
in an area covered by District Seven of the Washington Interscholastic
Activities Association (WIAA).
2. To stress the cultural
values, the appreciation for and the skills involved in all activities.
3. To promote well-rounded
educational experiences which will satisfy the generally accepted goals
of education for both youth and adults.
MEMBERSHIP
Full
membership shall consist of the following schools:
Almira/Coulee-Hartline (A/C/H), Creston, Christian Heritage, Davenport,
Harrington, Lind, Odessa, Reardan, Ritzville, Sprague, Valley Christian and
Wilbur of Adams, Grant, Lincoln and Spokane counties. Associate members school will be listed on a per sport basis.
To participate in any league activities, a member school must be a member
of the association in good standing, which shall include the payment of fees to
the Bi-County Activities Association,
the WIAA Northeast District 7 and the Washington Interscholastic Activities
Association. This includes both
junior and senior high schools.
The
Bi-County Activities Association is recognized as an internal organization of
the Bi-County Superintendents’ Association and the Bi-County Principals’
Association.
MEMBERSHIP FEES
All
member high schools and junior high schools will pay fees as determined by the
Bi-County Executive Board.
1) All full member high
schools shall pay annual membership fees of $35.00.
2) All full member junior
high schools shall pay annual membership fees of $ 10.00.
3) Membership fees shall be
paid to the Bi-County Executive Secretary prior to October 15th of each
year. Schools will be billed by the Executive Secretary prior to
the September principals’ meeting date.
4) Fees for schools
participating on a per sport basis shall be $15.00 per sport.
Such fees will be billed by the executive
secretary and are due prior to the beginning of participation.
OFFICERS AND EXECUTIVE
BOARD
The
Executive Board shall consist of one representative from each full membership
school (an administrator or his designee).
The following officers shall be selected from the members of the
Executive Board or another person deemed qualified by the Executive Board.
1) President
- The President shall be an elected position and shall:
a. Preside over all
meetings.
b. Call special meetings
when necessary.
c. Represent the Bi-County
Activities Association on public occasions.
d. Appoint all committees.
e. Assume all other duties
that are generally associated with this office.
f.
If the need arises for a decision to be made between meetings of the
executive board, the president
shall be empowered to poll the member schools involved in the direct solution
and make a decision in agreement with the majority vote of the poll.
In the event that this occurs, the solution and action taken by the
president shall be discussed and officially ratified at the next regular meeting
of the Bi-County Executive Board.
2) Vice-President - The vice-president shall be an elected position and shall
a. Preside over all meetings
in the absence of the president.
b. Perform all other
presidential duties in his/her absence.
c. Assume all duties that are generally associated with this office.
d. Represent the Bi-County as a member of the WIAA District 7
executive board.
3) Recording
Secretary - The recording secretary shall be a paid position appointed by
the Executive Board if the person is not a board member.
If the recording secretary is a board member, no pay will be afforded the position unless the board agrees.
This position shall be remunerated at the rate of $3,000.00 plus meals and mileage per year.
It shall be the responsibility of the recording secretary to keep an accurate record of
all meetings of the
4) Executive
Secretary - The executive secretary shall be a paid position appointed by
the Executive Board. This
position shall be remunerated at the rate of $3,000.00 per year.
The following the responsibilities of the executive secretary:
a. Make use of the groups of
the organization to facilitate better planning and increased participation.
In the event he/she should desire counsel with others, he/her could call
the executive
board to action.
b. To administer the
standard operating procedures (SOP’S) of the activities association.
c. Keep accurate records of
all meetings, financial statements, league standings and other Bi-County
Activities Association Business.
d. Have reports available to
the membership as required.
e. Organize and coordinate
meetings including sport season meetings, festivals and tournaments
of and for the Bi-County. Agendas
for sports season meetings are to be out at
least one week in advance of the meeting date.
f. Authorized purchases and
order payments of bills. All
purchasing shall be done by the executive
secretary or at his/her direction.
g. Appoint managers as
needed to further the several activities of the Bi-County League.
h. Prepare league schedules
reflecting input from coaches and administrators and present them to the body at an appropriate time. Also, schedules are to be presented to the executive board
for final approval.
5.
Two members of the association will be elected during the May meeting to
serve as the Bi-county representatives to the WIAA District 7 board.
6.
Administrators -
Administrators in charge of activities shall be selected by appointment from the
membership of the executive board. The
administrator in charge shall fill the following roles:
a. Serve as a liaison
between the coaches/activity advisors and the executive board.
b. Conduct pre and post
season activity meetings as needed with their assigned activity group.
c. With input from
coaches/activity advisors, administrators will assist the executive secretary in
the development of respective sport/activity master schedules for presentation
to the executive
board for adoption.
d. Policy changes
recommended by respective activity groups must be approved by the executive
board.
Meetings
The
executive board will meet once a month and whenever a special meeting is called. The function of the executive board will be:
1. To take official action
on all recommendations from the Bi-County Activities Association, individual member school
or any official committee of the Bi-County Activities Association.
2. To take action and render
a decision on all appeals brought before the Bi-County Executive Secretary. The representatives of member schools bringing or involved in
an appeal shall not be allowed to participate in the voting process to determine
the outcome of the appeal.
3. To make any
organizational decision.
Other
regular meetings of the Bi-County Activities Association shall be as follows:
1. A fall pre-season meeting
will be held on the second Monday or prior to the first executive board’s
meeting in September. This meeting
is designed to review concerns for the fall sports' season.
2. A post-fall, Pre-winter
meeting on the second Monday or Tuesday or prior to the executive board’s
November meeting. It shall be the
purpose of the meeting to evaluate the fall activities, make recommendations for
future fall activities, and finalize a league schedule for the following year to
be presented to the executive board for approval.
In addition, it shall be the purpose of
this meeting to preview the winter activities season and make appropriate
decisions for final approval by the executive board.
3. A post-winter, pre-spring
on the second or third Monday or Tuesday (whichever is not in conflict
with basketball playoffs) and if possible, prior to the February executive board
meeting will be held to evaluate the winter activities season, prepare league
schedules for executive board
approval and preview spring schedules.
4. A post-spring meeting on
the first Monday or Tuesday in June will be held to evaluate the spring
activities season, select all-opponent teams, prepare league schedules for
executive board
approval.
5. Special meetings may be
called as needed by the president or the executive secretary of the executive
board.
QUORUM AND VOTING
The
Bi-County Executive Board shall be governed by a majority vote of the full
member district schools. Each full
member school district shall have one vote.
In the case of co-op programs, when that program is under consideration,
there shall be one vote per unit. Each
school must have a representation in attendance to vote on any issue. A quorum will consist of 1/2 of the full membership school
districts.
RULES OF ORDER
Points
and procedures not specifically covered in the document shall be covered by Robert’s
Rules of Order.
FINANCES
The
budget of the association shall be approved by the executive board.
It shall be the responsibility of the executive secretary to present a
budget for the coming school year at the May executive board meeting.
The
following format will be used for reimbursement to schools:
1. Mileage will be paid at
$.40 per mile round trip from school to tournament site for one vehicle on
a per day of actual participation.
2. If the participating
school travels over 75 miles one way and if lodging is used, it shall receive 1factor
for lodging per participant.
3. The factor or share will
be determined by the executive secretary based on the amount of reimbursement form
Northeast District 7 less the basic operation expenses of the Bi-County.
4. Teams shall be paid
factors for only actual days of participation.
5. No full member Bi-County
school shall receive less that $100.00 (at least flat fee).
6. Maximum participants for
each sport at the district level are listed below:
a. Soccer

7. Mileage to those who
officially represent Bi-County will be $.30 per mile.
8. Reimbursement claims for District 7 participation should be submitted to the Bi-County executive secretary within 30 days of the close of the season.
9. Reimbursement claims for
state level participation must be turned into the District 7 executive secretary within
30 days of the close of the season.
AMENDMENTS
These
“standard operating procedures” may be amended according to the following
procedure:
1. Guidelines for an
activity season should be discussed at the post-season activity meetings to gain
input
from coaches. Amendments resulting
from post-season meetings shall be discussed at the following meeting of the
executive board.
2. The amendment shall be
given a first reading and shall be reviewed at a regular meeting of the executive
board. It shall become the
responsibility of the members of the executive board to share
the content and spirit of the amendment with their home school staff.
S O P amendments shall be
printed and mailed to member schools following the first reading and prior
to the second reading.
3. The amendment shall be
given a second reading at the next regular meeting of the executive board or a meeting that is
called and may be adopted at that meeting by a simple majority of that body,
provided a quorum is present. Amendments
of a non-pressing nature may be given a second reading at the final meeting of
the executive board for that year. General

WIAA STANDARDS
All
Bi-County activities shall adhere to WIAA standards and in no case shall
activities supersede the WIAA rules and regulations.
SPORTSMANSHIP
AWARD (Provided by WIAA District 7)
It shall be the responsibility of the sportsmanship coordinator to assure that the following policy is adhered to. The sportsmanship award for the Bi-County will be determined by balloting schools after the fall, winter and spring sports seasons and mailed to the sportsmanship coordinator for tabulation. Players, cheerleaders and coaches shall share in the individual school voting. District 7 will supply a sportsmanship pennant (paid for by the individual leagues) for each league in the district.
In addition, the Bi-County awards WIAA Sportsmanship Metals during the Bi-County basketball tournament to individuals who show exemplary acts of sportsmanship. The following criteria will be used:
1. The cheerleader advisor(s) of each school will be identified by checking in with the game manager at the start of their game.
2. The advisor(s) of each school at the end of the third quarter of their game will meet and mutually select on person who displayed the best sportsmanship. This person may be a player, cheerleader, coach or anyone they feel displayed the best sportsmanship during the game.
3. The name of the recipient will be given to the game manager who will announce the recipient and the cheer advisor(s) will handout the metal at the end of the game.
USE OF NON-REGISTERED OFFICIALS FOR NON-VARSITY GAMES
1. The Bi-County League will allow member schools to use non-registered officials in non-varsity contests in an emergency situation.
2. An emergency situation will be considered when the scheduled official fails to show up or an officials association/board is unable to supply officials for a non-varsity contest.
3. The non-registered official would be required to have attended on the pre-season officials’ rules clinics for that particular sport or have passed the current National Federation rules test for that particular sport before officiating the contest.
The two trophies are awarded to school for excellence in athletic competition. The Walt Thorp trophy is awarded to the school (team) which has demonstrated an outstanding degree of success for boys’ competition and the Wally Bannon trophy is awarded to the school (team) which has demonstrated an outstanding degree of success for girls’ competition. The criteria and point system for determining the winner of each of these trophies is:
Walt Thorp Trophy for Boys:
The
Walt Thorp trophy is to be held for one year by the school (team) who had the
most outstanding boys’ teams in the Bi-County League the previous school year.
The school (team) who earns the greatest number of points according to
the following schedule will be awarded the trophy. If there is a tie the schools (teams) will share the trophy.

2B Bi-County League Tournament:
Playoff (League Tournament) Schedule: This schedule is for the boys and girls and is a standard double elimination tournament with the first round games being played at the top seeds home site.
The top five teams will be seeded into district based on their placing at the Bi-County Tournament.
Following is an explanation of the “OZZI” system. It is a point system to provide an avenue for breaking ties without games needing to be played. It works as follows in league games:
1) Winner gets plus 5-points and the loser gets a minus 5 points.
2) Winner earns up to plus 5-points for the final point spread in the game and the loser earns up to a minus five points for the point spread. You can only earn a maximum of plus 10-points or a minus 10-points per game depending on the outcome. Here is an example: (team A beat team B by a final score of 46 to 42, team A would be awarded a plus 9-points, 5-points for the win and 4-points for the margin of victory. Team B be would therefore receive a minus 9-points.) After a 5-point spread no additional points are added so there is no incentive to “run the score” up on another team.
3) Teams will be placed in the final standings based on OZZI points. However, to calculate the playoff seeding, the above steps will be used in their current order.
League play will decide who receives the league championship trophy.

2. Within the 1B division , teams will play each other two times and be able to schedule one of the games in their home gym. The 1B and 2B teams will play each other once during the season , alternating home sites within the allocation cycle.
3. Junior Varsity games, if they are to be played will precede the varsity game.
Bi-County League Tournament:
1. At this time, there is not a 1B Bi-County League Tournament.
Ozzi System

The top squad (Varsity, A or 8th grade depending on school) will play the same rules as the high school except for playing 6 minutes quarters.
The lower level (JV, B, C or 7th grade) will only be allowed to play man-to-man defense and can not press until the final 2:00 minutes of the game, at this time point a man-to-man press will be allowed by both teams. They also will play six minute quarters.
Ball size for boys and girls will be the same as high school.
Rule Difference for Girls:
The only rule difference for girls, other than the ones stated above, compared to the high school level deals with the shot clock. Strike the SOP's will reset on the attempt now it will be reset on the ball hitting the rim to mirror high school rule. updated per Bi-County Meeting - 11-18-09
NE B-11 AND NE B-8 FOOTBALL
Northeast 2B High School Football Proposal for Fall 2009
ADOPTED: 4-8-09
Teams that decide to opt out of playing a varsity football schedule will
not be allowed to nominate players or vote on players for the NE-2B
All-Opponent Team.
If a team chooses not to participate in 2 or more of their varsity
league football games during the season, that team will not be allowed
to nominate players or vote on players for the NE-2B All-Opponent Team.
JH School Football:
During junior high football games, only 5 defenders will be allowed to rush. The defense may rush 6 when the offense is inside the defenders 10 yard line.
1. If the primary objective of a player is to advance the ball, their weight must be under 140 lb. The 140 lb. weight limit is determined by the players weight on the first day of practice.
Point of Emphasis: The junior high football program should be overseen by the high school varsity head coach. It is the high school varsity head coach's responsibility to make sure that the junior high coaches are adhering to the rules and SOP's of the league.
NE B-8 FOOTBALL GUIDELINES
1. The name of the league will be called N.E. B-8 Football.
2. Game Time for Friday games for the upcoming seasons are to be 7:00 p.m. for night games; 3:00 p.m. for afternoon games prior to the conversion to daylight saving time; and 1:00 p.m. for those games after the conversion to daylight savings time. Saturday games are to be at 1:00. Individual schools have the right to vary form these times if their opponent agrees.
3. A pre-season meeting will be held each year on the Monday immediately following the first week of the fall practice. The meeting will be held at a central location of the league. Right now that is Wilbur/Creston or Davenport School Districts. One of the items to be discussed at this meeting is JV schedule. It is suggested that JV games be played on Monday following the varsity games of the respective teams at the opposite site. Also a marble draw will be done at this meeting for tie breaking procedures.
4. Tie breaking procedures will be as follows:
A. Tie breaker games will only be used if any of the teams involved will be eliminated from post-season play.
Head-to-head competition between the two teams involved. If they did not play each other, the teams will play an abbreviated game of two 12-minute halves. This game will be played at a neutral site on Tuesday of the week following the regular season. If it is apparent or likely that a tie requiring a play off game will result, the last regular season game of the teams involved may be played on Thursday of the last week with the mutual consent of the teams involved.
The teams will meet at a neutral site. Base on marble draw with the lowest number being assigned A, the next lowest number being assigned B, and the highest number being assigned C. The teams will then play games consisting of two 12-minute halves in the following order with the first letter being the home team: A vs. B, B vs. C, and C vs. A. If the teams are still 1-1-1after these games, the teams will then participate in a Kansas City tie breaking system starting at the 25 yard line. The Kansas City tiebreaker will be in the same order as the previous games. If a three-way tie still exists, then one more Kansas City tiebreaker will be play in the same order. After two rounds of Kansas City tie breaker and a three-way tie still exists, the third round will start at the 10-yard line and continue until tie is broken.
The game consisting of the two 12-minute halves will allow one time out per half and a half time of 5 minutes. Fifteen minutes will be allowed between each of the games.
Teams are to bring both sets of game jerseys to these games.
5. The procedures to be utilized by N.E. B-8 League to select all-opponent teams will be reviewed by the coaches at their preseason meeting, if no preseason meeting takes place, then the previous years procedures will be used.
6. All of the teams involved in the NE B-8 football league will be eligible for All-League Honors. Each Coach will nominate players from their own team that they feel are deserving. This list of nominees will be compiled and sent out to all of the coaches to vote. Coaches cannot vote for their own players on the official ballot. Coaches will meet to review the results and break ties.
The first team all-league and second team all-league will consist of 9 players on offense and 9 on defense, 1 kicker/punter, and a special team player on 1st team. The beak down will be as follows:

GUIDELINES
GOLF

1. The USGA rules will govern
except in cases of local ground rule changes.
2. Methods of scoring matches
shall be determined by league jurisdiction.
3.
Individuals playing in specific golf events during the golf season must
receive permission of their local administration and must be in accordance with
WIAA rules and regulations.
4. Coaching may be done
between holes only. (Coaches Only)
5. Uniforms:
Collared shirts with non-denim pants or shorts.
(Shirts must be tucked in.)
6.
Match procedures: #1’s
plays #1’s, #2’s play #2’s and so on with average scores being a
consideration with prior notification.
7.
Sub district will consist of the top 6 boys and top 6 girls from each
school. This will be a 18 hole
tournament. The top ½ finishers, of
the starting field, will determine district qualifiers.
Team scoring structure will be determined at a coaches meeting before the
first T-time. This structure will be
reflective of the starting numbers.
8.
District will be an 18 hole tournament.
Combined scores from sub district and district will determine top
qualifiers to state. Combined score
will also determine individual scoring and placing.
MUSIC
The
school music directors of the Bi-County League schools shall be known as the
Bi-County Music Educators (BCME) the BCME shall select a president and
vice-president. The president shall be responsible to oversee the total
planning for the Bi-County Honors Music Festival.
The vice-president shall assist the president in the organizing of the
current year festival and assume the presidency and related responsibilities the
following school year.
Bi-County Honors Music Festival
1. Date - Second Monday in
March (preferred) The executive board will determine date.
2. Location - Spokane Opera
House. The superintendents group
sign the contract for the Opera House. Facility and related personnel costs shall be equally borne
by participating schools.
3. Groups - Groups include junior high choir, junior high band, high school choir and high school band.
4. Clinicians - Clinicians
for each group shall be selected by the BCME with executive board approval. Clinicians are
paid at a rate of $300.00 per and accompanist at $50.00
per person.
5. Rehearsals - Two full
days and one half day. The half day
rehearsal shall occur at the Opera House or designated site. Two
full days will include one school day and a Saturday prior to the final performance.
6. Rehearsal Site - To be
determined by the BCME with final approval of the executive board.
7. Participants and
Literature - Determined by the BCME with final approval of the executive board.
8. Revenue - Admission to
the festival may be by an admission fee (ticket) or by donation.
When the Opera House is used, donations are preferred to an admission fee in
view of city and entertainment taxes and the hiring of required facility
personnel to handle
ticket sales and collection. The
donations are generally collected by the passing
of containers through the audience at the midpoint of the program.
All income from the Honors Festival shall be turned over to the Bi-County
Executive Secretary. The
Bi-County Secretary will order payment of all approved expenses other than faculty and personnel costs incurred by the Spokane
Opera House or comparable facility.
SOCCER
Northeast A/B Soccer League
POSTED 10-10-07
1. All play shall be governed by the National Federation Rules. Game duration shall be two halves of 40 minutes each. Goal nets are required for all league games.
2. The host school shall provide two local association referees or one association referee and two association linesmen.

The coordinator will compile a list of each team’s best players and send each coach a ballot with the nominees.
The coaches (with the help of their lettering players) will choose the top keeper plus the top 10 players from the list (schools may not select their own players), in order from #1 to #10. The all-opponent team will be the top ten players plus the top keeper. There will be two honorable mention players and one honorable mention keeper for a total of 13 honorees.
The ballots are returned to the sport coordinator by Monday following the last league match. These results will be sent to the executive secretary so the winners can be given their awards.
OLD SOP's for Soccer
1. All play shall be

A. Bi-County #9 team will not make Bi-County 8 Team Tournament.
B. The league champion will be declared if one team has the best won-lost record. (No playoff game.)
In a 4-inning Game:
TENNIS
Adopted 2-2-05
1. USTA and WIAA rules will
govern play.
2. Coaching is allowed
between the 1st and 2nd sets, through the fence, not to exceed 2
minutes.
3. After the 2nd set,
players may exit the court for a 10 minute rest and coaching period.
4. During matches, no
unauthorized personnel shall be allowed on the courts---including photographers.
5. A 7 of 12 point tie
breaker will be used when the set score is 6-6 or 8-8 in a pro set.
6. Players shall wear
appropriate attire for all tennis matches.
7. Warm-ups between
opponents will be limited to 10 minutes, including serves.
All serves will be taken prior to the beginning of the match.
In doubles, both balls will be used simultaneously for warm-ups.
8. Spectators, teammates and
coaches are restricted to the areas outside the courts during the progress of the match.
Unnecessary noise odd distractions are not customary at a tennis match.
The applauding of errors is considered very poor etiquette.
Applause is in order for winning shots or excellent rallies.
The Bi-County tennis coaches are empowered to remove anyone displaying
unacceptable conduct from the area and may temporarily suspend play if
necessary.
9. Most matches will not
have line judges. Each player is
expected to observe the rules and to call shots
correctly when receiving. In the
event a player should want line judges, the participant’s coach must make the request.
10. While players are on the
courts, no coaching is permissible by coaches, spectators or teammates
except for the 2 minutes between the 1st and 2nd sets.
11. Time taken for changing
of sides shall not exceed 1 minute 30 seconds from the completion of
the last game until the serve to begin the next game.
If the first serve is a fault, the second serve
must be struck by the server without delay.
Interference may make the continuous play rule
impractical on a point to point basis.
12. Unless line callers are
requested, the players are responsible for their own line calling. Opinions
are not to be asked of or offered by people on adjoining courts or outside the fence.
13. The point penalty system
consists of 1 = warning, 2 = point penalty, 3 = game penalty and 4 = match
penalty. In the absence of
designated officials, the competing coaches are empowered to enforce the PPS. Either coach may assess the first penalty (warning).
It is recommended that subsequent penalties be assessed by the coach of
the offending player as appropriate. In
all cases, coaches are encouraged to consult each other prior to assessing
point, game or match penalties.
14. In no case may squad
members or spectator harass opposing players.
The PPS quill be applied in
this situation upon the offending team of the match in progress.
15.
Every coach is responsible for their players being aware of the USTA
rules of tennis as well as the
Bi-County tennis S O P’s and WIAA and State guideline regulations for tennis. Under no circumstance shall a penalty or rule be waived.
League Play
1. A school must complete
against every other school in league play in order to have entries into the
Bi-County Tournament.
2. Only the top 4 finishers
in each Bi-County Tournament event may go on the represent the Bi-County
at the District Tournament.
3. During the league season,
a player representing a school must compete in at least 1/2 of the league
matches in order to be entered in the Bi-County Tournament.
4. Individual win-loss
records in each event will be kept by each coach to help determine seeding positions
into the Bi-County Tournament.
5. Seeding records are
determined by the particular individuals competing in an event.
6. The first match player in
a league match by an individual or doubles team will be the match of record for seeding
purposes.
7. League play ends prior to
the Bi-County Tournament.
8. School schedulers must
indicate on the schedule which matches are the league matches from the
league schedule.
Responsibilities of League Matches
1. Home team furnishes
“live” balls for the 1st and 2nd sets.
2. The home team is
responsible for clean courts and proper net height prior to the beginning of the
warm-ups.
3. The home team is
responsible for the order of the match schedule.
League 1st and 2nd matches
should be played prior to other matches.
4. During warm-ups, coaches
exchange team line ups, confer on the use of regular or pro-sets, advantages
or no-advantage scoring. The
players will be notified of the scoring system prior to their particular match
warm-ups.
5. Out league tries to play
2 out of 3 with ad whenever possible for league matches.
Extenuating circumstances
such as only 2 courts, darkness or poor weather may be cause for discussion on
other formats of scoring.
6. Prior to match day, the
traveling coach needs to contact the home coach and confer on how many
players each teams will have available for the match. The traveling coach also tells the home coach the latest time
they can be contacted on match day in order to cancel or reschedule
the match before their bus leaves for the match site.
7. The home team may use all
the courts for warm-ups for 10 minutes, beginning 30 minutes prior to
the scheduled match time. If the
home team or guest team is not at the courts for their scheduled team warm-up
times, they forfeit that team warm-up time.
8. The pre-match explanation
of the PPS should define appropriate court behavior and enumerate
specific types of conduct violations such as racquet abuse, ball abuse, court
abuse, abuse of officials, delay of game, inappropriate language, physical
contact and general un-sportsmanlike behavior.
The PPS consists of 1 = warning, 2 = point penalty, 3 = game penalty and
4 = match penalty.
Bi-County Tournament
1. The boys’ and girls’
team champions will be determined by points won during the tournament. There
will be a boys’ and girls’ 1st and 2nd place trophies respectively.
2. The top 4 finishers in
each event will receive medals.
3. All forfeits must be so
declared prior to playing a match.
4. Each school competing in
Bi-County League tennis is automatically entitled to 2 entries into event
of the tournament so long as they have competed in at least 1/2 of the league
matches.
5. Seeding for the tourney
will be determined by win-loss records of the individuals in that particular
event during league play. Unseeded
entries will be drawn for the 1st round competition. Entries from the same school will be placed in opposite 1/2
brackets. The seeding meeting for
the tourney will be held after completion of league play and all coaches are
urged to attend.
6. A brief meeting will be
held by the coaches 30 minutes prior to the start of the tourney.
A brief players’
meeting will be held 20 minutes prior to the start of the tourney.
First round players’warm-ups
will begin 10 minutes prior to the scheduled start of the tourney.
7. Players who are over 15
minutes late for a scheduled match will have to forfeit.
8. Players are entitled to
at least 30 minutes of rest between matches.
9. Cracks will be played
except on service.
10. Scorekeepers may be
requested.
11. Line caller decisions
are final.
12. It is strongly suggested
that the players update the scorecards on their court at least at every change
of sides.
13. Each school will provide
two cans of balls for each player entered in the tournament.
These balls will be new and in unopened containers and either Penn or Wilson
tourney quality. No pressure less or practice quality balls are acceptable.
these balls are to be turned into the tourney director or his/her designee at the seeding meeting. Schools that do not provide acceptable balls must have their coach sign an agreement that their
school will pay the Bi-County Activities Association an actual cost fee for each can of balls
owed. This must be done before that schools entrants can participate.
14. Should a Bi-County
tournament League qualifier need to withdraw prior to the District Tournament
the following guidelines will apply:
a. If it is a singles
player, the next highest placer from the Bi-County tourney will go on to the District
in the last allocated spot, with those ahead of him/her moving up in seed
position as appropriate. To determine 5th place from the Bi-County tourney, we look at
the two losers of the semifinals of the consolation
round. If they played head-to-head
in the tourney, the winner
of that match will be considered as 5th place.
otherwise, they will need to play off prior
to the district tourney.
b. If one member of a
doubles team withdraws prior to the district tourney, the remaining partner will have a substitute
from his/her school and keep the seeded position in the district
tourney. If both members of a
doubles team withdraw, it will be dealt with the same as
for singles.
TRACK SOPs
Posted 2-19-09
1. The Bi-County will abide by the track rules of the WIAA and the National Federation.
2. The Bi-County track meet will be the week before the district meet. The site of the Bi-County track meet will be determined by the executive board. Each school shall bring officials to help with the Bi-County track meet.
First place trophy and a second place plate will be awarded for both boys and girls. Individual first place winners will be awarded medals and ribbons will be awarded to two through eighth places in each event.
All track coaches will send athlete information to the meet director, with events and marks, two days after the last Bi-County league meet.
Schools shall be allowed to enter 4 athletes in each event. Should a school wish to enter more than four, it would have to be agreed upon by the rest of the league coaches plus final approval of the administrator of the meet.
3. Should the Bi-County be asked to render a decision for passing on of an athlete to the district meet, the following procedure shall be followed:
a. A doctor’s note must be presented verifying the athlete’s inability to complete safely in the sub-district meet and specifically releasing the athlete to participate without restriction one week later in the district track meet.
b. The athlete’s best current season verified mark must at least equal the average of the last three years’ sixth place marks at state.
c. The athlete would be added into field or distance events as the last place participant.
d. In lane events the athlete would be the last seed from our league.
4. A games committee made up of 3 administrators and/or uninvolved coaches shall be formed. Game protests must be submitted to the games committee. The protest must be signed by the coach and the reason for the protest must be given.
5. According to the Bi-County Principal Minutes from January 9, 2002: "Schools with teams are required to attend three league meets to qualify for the Bi-County Championship Meet.
Bi-County Junior High
Track & Field Rules
1. Starting Time – field events will begin at 3:30 pm and running events will start at 3:50 pm. Times may be changed at the discretion of the meet director.
2. Participant Limitation: A participant is limited to two (2) contests per week. In any competition a participant may enter a maximum of four (4) events per contest. If four (4) events are entered, the competitor may enter no more than three (3) field events. (WIAA Handbook, 64.64.0 through 64.64.1)
3. For the running events, 7th grade girls will run first followed by 7th grade boys. Eighth grade girls will run next followed by 8th grade boys. Competitors may run together for some events.
4. Relay teams may be made up of a combination of 7th and 8th graders. In this case, the team will compete as an 8th grade team.
5. Runners are allowed 1 (one) false start in running events. A 2nd false start by the same competitor will result in disqualification.
6. All field events will be open pit. Athletes are allowed 3 trials with no finals being held.
7. For the Turbo Jav competition, all competitors will use the 300 gram Turbo Jav.
8. The shot put shall be 4.0 kg for 7th & 8th grade boys

4. Twenty-two minutes time is to be taken between the start of the JV and varsity matches and Bi-County tournament games. Ten minutes general warm-up, then the normal 5-5-2 time format. During tournaments the matches will start twenty-two minutes after the completion of the previous match.
5. League matches will be scheduled for Tuesday and Saturday evenings. Tuesday matches will begin at 6:00 p.m. and Saturday matches will also begin at 6:00 p.m. Competing schools may mutually agree upon a different date and/or time in order to accommodate for other school events.
6. The home school shall furnish linesman for each match. It is recommended that adults be used in this position. If the home school cannot furnish adults, the visiting school may request that they be allowed to furnish an adult(s) for the match.
7. The ball to be used for league matches shall meet NF specifications, i.e. leather, seamless, pressure.
8. Bi-County league and non-counting league matches will be 3 out of 5, with rally scoring in games 1-4 to 25. Should the 5th game be necessary it will be rally scoring to 15.
9. Matches will count as league matches between the 1-B schools. Matches vs. 2-B schools will be considered non league matches beginning with the 2009-10 school year.. (added 9-4-08)
· Every HS JV matches would include three games and rally scoring to 25. "C" squad matches would be 2 games to 25.
· JH Nets should be set at 7' 4 1/8" whenever possible. All JH matches would be three games, rally scoring to 25 for both 7th and 8th grades matches.
10. New brackets to change the format of the Bi-County Tournament shall be introduced before the March meeting for discussion and adoption by the principals and athletic directors.
11. Tiebreakers:
A. 2 way ties will be decided by head to head competition.
B. 3 way ties will be decided by 1) Head to head. 2) Best record against 2-B schools. 3) If #1 and #2 do not decide the tie, the following shall take place:
a. All 3 schools names will be placed in hat.
b. Athletic Director for Davenport High School will draw one name out of hat. That school will receive a first round bye.
c. The other 2 schools will play 2 games to 21 and if needed a third game to 15 all games need to be won by 2 points.
d. The loser of the first match will earn the 3rd position available. The winner of match one will play the team that earned the bye. Using the same scoring as shown in (c) the winner of the 2nd match earns the 1st place available and the loser the 2nd place available. A 3 way tie could be for 1st place in league which means the order of finish in the playoffs would be 1st, 2nd, and 3rd. If the 3 way tie is for 2nd place in league the order of finish would be for 2nd, 3rd, and 4th place.
ALL OPPONENT VOLLEYBALL TEAM SELECTION
1. Coaches nominate own players – players and coaches vote on other players from other teams, but not their own players. A coach may nominate up to 5 players from their team.
2. A list of the players that were nominated from their coaches will be sent to each team for the players and coaches to choose from. The list each team will receive will have their players nominated blacked out so they don’t vote for their own players.
3. From this list ballot your players to find the best player on the board. This person becomes number one on your all-opponent list.
4. Repeat this procedure until you have filled out your 10 member all-opponent list.

12. The teams with the best record will be the home site for the first round of the Bi-County Tournament. Two-way ties will be decided by who beat who during head-to-head competitions. For three-way ties for any seed other than 2nd or 6th, seeding will be determined by the number draw. For three-way ties for 2nd or 6th, the higher seed determined by the number draw will get a bye for the first game. The #2 and #3 teams will play for 3rd place of the 3 tied teams playing. The winner of the #2 and #3 match will then play the #1 seed. Tie breaker matches will be played at neutral sites. Three games to 25 using rally score will be used. Whenever playoff matches occur, officials shall be selected from the associations that have been serving the schools involved in the playoffs unless agreed upon by the teams involved.
13. New brackets to change the format of the Bi-County volleyball tournament shall be introduced before the March meeting for discussion and adoption by the principals and athletic directors.
14. The 2 B Bi-County volleyball tournament will be conducted as indicated in the following tournament format:

If an administrator is not available, the head coaches will conduct the
weigh-in.

Weigh-ins will start one hour before a duel meet and begin with
the
lowest weight and
proceed up through the weight classes. Any
wrestler not in the weigh-in area when weigh-ins start will not be eligible to
wrestle that day. Each wrestler will
be given three consecutive chances on the scale.
If he or she does not make weight after the third time, they may go up a
weight class.
C.
A female staff member of the home school must weigh-in all female
wrestlers.
This must be done in a secure location.
D.
Weigh-ins will start two hours before the start of the league
tournament.
Any wrestler not in the weigh-in area when weigh-ins
start
will not be eligible to wrestle. If
a wrestler does not make weight
on
one scale he or she may step on the other scales being used to see
if
he or she makes weight. If they do
not make weight after trying the
other
scales, he or she will not be able to wrestle.

Coaches will hold a post season meeting to outline a desired

The league will award a sportsmanship award. Voted on by the league
coaches.

Host school is responsible for getting officials.
2.
The seeding meeting will be held at
league tournament.
The host school is responsible for choosing a central location.
An administrator or designee from the school that is hosting the league
tournament will oversee the seeding meeting and resolve any conflict that may
arise. The designee must not be a
coach associated with a participating program.

The tournament will follow a one day modified 8 man double elimination
bracket. If there are more than 8 wrestlers in a weight class, single
elimination
pigtail matches will reduce the field to 8.
These single elimination matches
will be set according to seed, with any byes going to the highest seeded
wrestlers.

Only two wrestlers are allowed in the same weight class from each school.
A school can have two wrestlers seeded in one weight class.
The two wrestlers cannot wrestle in the first round.
They can be on the same side of the bracket and
wrestle in the following rounds.

Each school is responsible for providing a certified scale at weigh-ins.
2.
The league will follow all NFHS rules regarding wrestling mats.
COMBINED PROGRAMS
Schools
planning to form combined programs must follow the sequence of events leading to
final approval of the desired combined programs.
1. Approval must be obtained
from all involved schools through board action.
2. Evidence of board
approval, i. e. letter from superintendent or copy of board minutes, must be presented
at a meeting of the Bi-County executive board.
3. Evidence of local board
approval and evidence of Bi-County league approval must be presented
to District 7.
4. District 7, after
approval of the combined program, will forward evidence of this action to theWIAA.
5. After a combined program has been in existence for two years, its continuation shall be automatic and the schools involved only need to submit a letter indicating their desire to continue.
6. Schools desiring to form
combined programs are expected to have completed all necessary steps
and paper work prior to the post meeting of the sport to be combined or as soonthereafter
as possible.
7. School who combine
activity programs must make a two-year commitment for scheduling purposes.

SELECTION OF OFFICIALS FOR TOURNAMENTS
All
associations which have been used by Bi-County teams during the regular season
will be used at the tournaments in the same ratio as the number of Bi-County
teams using them. The choice of
officials shall be based upon rankings given the officials be coaches and the
approved tournament association lists. The
executive secretary will secure officials for Bi-County tournaments.
Schools hosting Bi-County playoff games as the home team will secure
officials. If the game is played at
a neutral site, the executive secretary will assist in securing officials.
SUPERVISORY PASSES
All
district seven passes will be honored. Each
Bi-County school will be issued 12 supervisor passes which they may use at their
own discretion. In addition, each
school will be issued 4 bus driver passes.
New passes in both of these categories will be issued each year.
CONDUCT AT CONTESTS
1. Boom boxes are not to be
played in the gymnasium. The only
music allowed shall be that played by a recognized school
band or pre-recorded music as approved and controlled by the host site administrator.
2. No artificial noise
makers will be allowed.
3. Banners and posters may
only be displayed by the home school for season play.
In the case of tournaments,
only the official school banner may be displayed.
RADIO-TV BROADCASTS
The
form use for radio (live or delayed) and television broadcasts is on the
following page.
PLAYOFF GAMES
The
selection of location, time and date of playoff games shall be determined by the
Bi-County executive board after consolation with involved schools and coaches.
If time does not permit the executive board to meet, the decision
regarding location will be made by the executive secretary after consultation
with the school involved.
BI-COUNTY PROM
The
Bi-County Prom will be held the last Saturday in April.
Athletic activities and other school events will not be scheduled on this
day. Coordinators of the prom will
be paid $100.00 (for two) per year.
BI-COUNTY NATIONAL HONOR SOCIETY
This
group meets as needed to recognize the accomplishments of its members.
BI-COUNTY BUSINESS CONTEST
The
date of the Bi-County Business Contest is determined in the fall by the business
teachers and approved by the executive board.
It is generally held in March, April or May.
The Bi-County League budgets for the positive academic endeavor.
BI-COUNTY ADMINISTRATOR OF THE YEAR
This
award is selected in the March executive board meeting.
The recipient is presented with a recognition plaque at the league
volleyball championship night the following fall.
