Baseball

  1. The recommended starting time for weekday single games is 3:00 in March, 4:00 in April, and 4:30 in May.  All league weekday double headers will be scheduled after daylight savings, when ever possible.  The recommended starting time for weekday doubleheaders is 1:00 in March, 2:00 in April, and 3:00 in May.  All Saturday games start at 12:00.  In order for any diversion from this time schedule to occur the change needs to be agreed upon by all schools involved in the change.   Changed 1-24-06
  2. both games of a doubleheader.  The home team will take infield ½ hour before game time and the visiting team 15 minutes before game time.
  3. Games that are called due to weather have to be made-up at the next available date (excluding Sundays).  Games suspended prior to completion of the 5th inning shall be continued from the point it was called on at the next available date.  Games called after the completion of the 5th inning shall be considered completed.  All games requiring make-up will be played at the original game site.
  4. The dates of league games may not be changed, unless weather related.  No games may be rescheduled after the last league game to avoid possible conflict with playoff ties.
  5. There shall be two registered officials for league baseball games.  Games can, however, begin or end with one official if agreed upon by both coaches.
  6. Baseball Playoffs
    1. The league champion will be declared if one team has the best won-loss record. (No Playoff Game)
    2. If two teams tie for any of the playoff spots, the higher seed will be based on head to head, unless games were split, then a playoff at a neutral site will determine seeding to the district tournament.  Winner goes as the higher seed, loser as lower seed.  If weather does not permit a playoff seeding will be determined by number draw.
    3. If there is a three-way tie for any of the playoff spots, and one team beat the other two in league, that team will be given the bye (Team A).  Team B and C will play in game one.  Game two will be the winner versus Team A.  The winner will be placed in the highest seed.  Losers of games one and two will be placed in the lower seeds based on head to head during league play. If they split, a number draw will determine seeding.

HIGH SCHOOL BASKETBALL

2-B SOP’S

Adopted 2-2-05

UPDATED 10-1-08

  1. The Bi-County basketball league will consist of one division, which will contain each of the teams that are participating in basketball.  The 1B and 2B teams are scheduled together but are in separate divisions.  Therefore the games between 1B and 2B teams do not count in their league standings.

  1. Each team will play each of the other teams in their division twice each season.  One game will be at each of the respective home gyms. Each team will play the teams in the other division once with home sites alternating from year to year.

      3.   Junior Varsity games, if they are to be played will precede the varsity game.

  1. Game times for quads are 3:00 p.m., 4:30 p.m., 6:00 p.m. , and 7:30 p.m.   There will be 20 minutes for warm-up between games unless the length of games is not allowing for the designated schedule to be followed. In this case the warm-up time will be 15 minutes.

  1. Beginning with the 2007-08 season, the order of league games during the first half of the season will be JV girls, JV boys, Varsity girls, and Varsity boys.  During the second half of the season the order will be JV boys, JV girls, Varsity girls, and Varsity boys. Beginning with the League Tournament the format will follow the order of the State Championship Games.  Even years: (eg. 2003-04) VARSITY BOYS, VARSITY GIRLS.  Odd years: (eg. 2004-05) VARSITY GIRLS, VARSITY BOYS.

2B Bi-County League Tournament:

Playoff (League Tournament) Schedule:  This schedule is for the boys and girls and is a standard double elimination tournament with the first round games being played at the top seeds home site.

The top five teams will be seeded into district based on their placing at the Bi-County Tournament.

    1. Six teams will be seeded directly into the league tournament brackets.  The third and fourth seeds will host the first round game against their designated opponent (sixth and fifth, respectively).
    2. If teams tie for sixth or second place, a playoff game or games will determine the sixth or second place team.  The team with the highest Ozzi  total will receive the bye in case of a three way tie.
    3. If ties exist for positions first, third, forth, and fifth, head to head play is the first determination for seeding and then Ozzi points will be used if needed.

Following is an explanation of the “OZZI” system.  It is a point system to provide an avenue for breaking ties without games needing to be played.  It works as follows in league games:

1)                  Winner gets plus 5-points and the loser gets a minus 5 points.

2)                  Winner earns up to plus 5-points for the final point spread in the game and the loser earns up to a minus five points for the point spread.  You can only earn a maximum of plus 10-points or a minus 10-points per game depending on the outcome.  Here is an example:  (team A beat team B by a final score of 46 to 42, team A would be awarded a plus 9-points, 5-points for the win and 4-points for the margin of victory.  Team B be would therefore receive a minus 9-points.)  After a 5-point spread no additional points are added so there is no incentive to “run the score” up on another team.

3)                  Teams will be placed in the final standings based on OZZI points.  However, to calculate the playoff seeding, the above steps will be used in their current order.

League play will decide who receives the league championship trophy

  1. Game times for quads are 3:00 p.m., 4:30 p.m., 6:00 p.m. , and 7:30 p.m.   Game times may be changed if both schools mutually agree.  There will be 20 minutes for warm-up between games unless the starting times become late.

Bi-County League Tournament:

1.       At this time, there is not a 1B Bi-County League Tournament.

Following is an explanation of the “OZZI” system.  It is a point system to provide an avenue for breaking ties without games needing to be played.  It works as follows in league games:

1)                  Winner gets plus 5-points and the loser gets a minus 5 points.

3.      A pre-season meeting will be held each year on the Monday immediately following the first week of the fall practice.  The meeting will be held at a central location of the league.  Right now that is Wilbur/Creston or Davenport School Districts.  One of the items to be discussed at this meeting is JV schedule.  It is suggested that JV games be played on Monday following the varsity games of the respective teams at the opposite site.  Also a marble draw will be done at this meeting for tie breaking procedures.

4.      Tie breaking procedures will be as follows:

A.  Tie breaker games will only be used if any of the teams involved will be eliminated from post-season play.

  1.  Two-way tie:

Head-to-head competition between the two teams involved.  If they did not play each other, the teams will play an abbreviated game of two 12-minute halves.  This game will be played at a neutral site on Tuesday of the week following the regular season.  If it is apparent or likely that a tie requiring a play off game will result, the last regular season game of the teams involved may be played on Thursday of the last week with the mutual consent of the teams involved.

  1.  Multiple Team Ties: The team that won all of its games involving the tied teams will be declared the highest seed.  The remaining teams will go to the two-way tie breaker procedure.  If three teams are tie and no team has won all of the games involving the tie teams (three teams are 1-1-1 against each other), the following procedure will take place.

The teams will meet at a neutral site.  Base on marble draw with the lowest number being assigned A, the next lowest number being assigned B, and the highest number being assigned C.  The teams will then play games consisting of two 12-minute halves in the following order with the first letter being the home team: A vs. B, B vs. C, and C vs. A.  If the teams are still 1-1-1after these games, the teams will then participate in a Kansas City tie breaking system starting at the 25 yard line.  The Kansas City tiebreaker will be in the same order as the previous games.  If a three-way tie still exists, then one more Kansas City tiebreaker will be play in the same order.  After two rounds of Kansas City tie breaker and a three-way tie still exists, the third round will start at the 10-yard line and continue until tie is broken.

The game consisting of the two 12-minute halves will allow one time out per half and a half time of 5 minutes.  Fifteen minutes will be allowed between each of the games.

Teams are to bring both sets of game jerseys to these games.

5.      The procedures to be utilized by N.E. B-8 League to select all-opponent teams will be reviewed by the coaches at their preseason meeting, if no preseason meeting takes place, then the previous years procedures will be used.

6.  All of the teams involved in the NE B-8 football league will be eligible for All-League Honors.  Each Coach will nominate players from their own team that they feel are deserving.  This list of nominees will be compiled and sent out to all of the coaches to vote.  Coaches cannot vote for their own players on the official ballot.  Coaches will meet to review the results and break ties.
